I'm not specifically familiar with this model, but are you sure you're not setting a ring for a specific contact?

I brought this fight II for for its loud vibrtion,it has 4 setting for loudnes.

On setting the the number 4 and testing it,its awesome.

On the alarm settings it works great BUT on incoming call its not that loud.

In the phone contacts area I set it for its max output but still it not as loud as the alarm one.

What gives?
