Yes, you can use other phones but you need to have it unlocked first.

Hi Kelly-

I happen to be using the Dell Venue smartphone made for AT&T, but easily switched SIM cards and am now using it back and forth, between T-Mobile (for their data) and AT&T. I asked about this before subscribing to T-Mobile, and was told that as long as I use a GPS smartphone (with SIM card) all I need to do is change the SIM card and I'm all set to go. And this has worked nicely for me. No need to "unlock" this phone, even though when purchasing it, I had to declare whether it was going to be used on AT&T or T-Mobile. Hope this helps.
