I can't make any calls with my samsung GT-E1200. But I can receive phone calls.

Whenever I try to make a call it says "call ended".

I am using PSYG, and I still can check my account balance that I have enough money to call any where.

I tried with resetting the phone, but it didn't worked.

Please help.

I had a random problem with failure to make outbound calls. To shorten the story, I had activated "block caller ID". In fact, there is a glitch. When you activate "block caller ID" the phone instead blocks outbound calls! When you deactivate that feature, the problem ceases.
