To move files between Android and PC, Google Drive, Dropbox, OneDrive, etc. could be a good option. You just need to upload the wanted files from PC to the cloud storage service and then download them to your device easily.
Another more convenient method is to use the 3rd party tool, which can help connect your phone to PC and then transfer the needed files.

Transfer Audio Files from a PC:

    1. Connect the Android device to the PC via USB
    2. On the phone, enable “Media file” at the prompt or from the Notification area
    3. Open the File Explorer on the computer
    4. Navigate to the audio files on the PC
    5. Copy and paste the files to the phone storage in the “Ringtones” and/or “Notifications” folders
    6. Once done, eject the phone storage and safely disconnect the phone from the USB port

    Change the General Ringtone:

    1. Open “Settings”
    2. Go to “Sound”
    3. Tap “Phone Ringtone”
    4. Select the desired ringtone

    Change a Specific Contact’s Ringtone:

NOTE: You can’t set custom ringtones for contacts located on the SIM Card or the device’s internal memory.

    1. Launch “Settings”

    3. Tap “Edit” > “Menu”
    4. Tap “Set ringtone” and select the desired ringtone
    5. Tap “Save”

    Change Notification Ringtones:

    1. Open “Settings” and go to “Sound”

    3. Go to “Wireless alerts”
    4. Enable or disable “AMBER alerts” “Allow alerts” “Extreme threats” and “Severe threats”
