Luckily for you, I know one company that can help you with the design of your resource. It's right here on web design Perth and I think that you need to check it because they have already made an amazing resource for me, so I think that you will love their works too. By the way, they have very affordable prices.

Hosting companies don't guarantee your data. Make sure to back up locally once in a while, not so difficult.

Very broad question, it all depends on your skill level and how much time you are willing to invest.

    - Start from scratch using a simple framework such as Twitter Bootstrap
    - Start using a CMS such as Wordpress or Joomla

I don't know if I'd want to host important things on the free hosting providers just in case something were to happen to it. The bigger hosting companies aren't that expensive, but like you said, if it's just testing something, the free host sounds like a great idea.
Yes for testing only.....i always encourage guyz to test first to enable you know what you need.....you may even find you don't need what you have bought.....but given a chance to test allows you to confirm especially for the newbies

There are probably more benefits but these are the latest i can remember

First you have to decide on which niche you want to make your site and do some keyword research for that and check out the domain you want to buy is available or not. After that purchase hosting and setup CMS it can be wordpress or any other CMS.
