What if the imported come from the manufacturer?

I went to one of the authrized cell phone dealer and they offered me some imported cell phones. Can they legally sell them here? If so are the quality of the cell phone the same as the one from directly from T-Mobile or Cingular.

For example, I was told by the authorized cell phone dealer that they get the phone cheaper from the manufacturer. Motorola V600 cost them only $188 where elsewhere is $300.

Can someone please let me know what are the quality of an imported cell phone? How can you tell if the cell phone is genuine? Is there a way to check from the manufacturer? Thanks
