    A wallpaper is in the background of your screen while you are using it; after a while your phone will idle with a screensaver. Most of the time the screensaver is just a waste of space, download cool wallpaper instead.

    Moving images are more often than not used for screesavers and won't move when used as wallpaper. Hope that cleared it up.

    I just got a new samsung and I tried uploading a moving image to it and it did not work. how would I go about doing this?

    will appriciate any help.
