Go to someone who has true experience with cell phones and ask for them to flash your device. Your phone is not locked. It just needs to be reprogrammed.

it is safe if you've change the 7th digit number (IMEI). the 7th digit number are phone manufacturer code. smple; if you read your imei from left going to right the seventh digit number appeared like this 30 or 70 or 00 or 20 or 40 or 10 or 60 or 80. etc... 60 code is made from asia or china the 70 maybe from finland, 00 usa..etc...

lucky guy.... thats right thru imei, but you can not repair imei.. by changing the imei... but some phone if you change the imei the signal will get weak or nothing at all. so be careful by changing the imei, its better if you change the 7th digit number (30,40,00,70,10,80, ect.)

He found it "on th road" ie. in someones pocket or in their bag.

Never the less repair the IMEI (if you get my drift)

you say that no one can open it? only the operator?

Straight answer no, Because its not locked from your end, the operator has locked the phone on their service because it was reported lost/stolen, so basically its useless!
