I read a document from Nokia and true tone generally refer to AMR-WB, ACC or MP3 and they are in wide band format which uses high bit rates and usually have a bigger file size. My 6020 doesn't support true-tone as it only accepts midi and AMR but not AMR-WB. If you convert a wav to AMR, you will find that the sound quality is degraded and it is not a true-tone anymore.

Check the following link for the Nokia document:

I find Nokia's program to be the most efficiant. It even allows me to put reasonably good quality truetones on my phone, which don't even support it officially!

mp3's dont convert to midi any good, i use nokia multimedia converter too, but for my ringtones i make wav's for my 6600 but i use sony sound forge 7.0. although any mp3 to wav converter will work, for midis, psm play is good, it allows you to change instruments, raise volume, tempo, etc. so look around, there is plenty out there

Nokia's Multimedia Converter is probs the best converter around. It's also very easy to use and its worth it at the end
