    That's not 100% the same thing. You can get a GSM phone unlocked so it will work on another carrier, but it still can have some of the features disabled due to the original carrier's preferences.

    When phone is locked, you can now switch between providers. For example if you have AT&T locked phone, you can not use this phone with other provider, only with AT&T
