So wait, it doesn't have to be a Rogers phone if it's unlocked?
And Rogers will still still put that phone on her plan, no problems?

Are there any fees involved with replacing a phone on a plan that you know of?

The only advantage to buying a 9700 that was on Rogers is you won't have to get it unlocked, but yes, it will work. You might be able to save some money if you get one that was for another service and get it unlocked. There are several vendors on this site that can unlock it for you.

She had a Bold 9780 on rogers, but if I buy her a rogers BlackBerry Bold 9700 on ebay will it still work with her plan?
