I would recommend to look closer at HTC and ZTE smartphones. Most of them meet your requirements.

If you don't want to have to pay at least $30 a month for an extra data plan then you may be better off getting a prepaid plan/phone. Unfortunately with AT&T and Verizon you have to have a data plan if you get a smartphone with Android.
