Nothing in life is free.
However, you can buy cd's on ebay that contain all of the above for around $10. You'll also need the USB cable if you don't have one already. You can get those for under $10 on ebay.

Does this mean that if I buy the CD I don't need to fool with WebJol?

No, even with the CD, you'll need a program to load with. The CD I bought came with Myjal and Webjal on it (trial versions).

so are you saying that if you have that program u can turn music off of cds into ringtones? and if so how do you get the ringers onto your phone?

There are tons of websites that offer CD's or downloads. Just google "ringtones i730" or whatever phone you have.

There are some programs that allow you to create your own ringtones from songs. I can't remember at the moment where I've seen them.
I'm sure others around here know a lot more about it than I do.

Nextpimp.com has ringtones for free but you need a loader and a cable. i just upload some of my tones to there site

Well buddy until I get my site up and running you can just e-mail me and I'll be more than happy to send you any ringtone or wallpaper that you want but just remember that you are still going to need a loader (myJAL Apollo Edition or iDEN WebJAL) and a USB data cable.
