You could get a small thermoelectric cooler, but I personally think that would
be way overkill.

I have not heard of any phones that melted under the sun.
Like all polymer, it'll degrade under the sun over time. ABS is more
durable but not indestructable. And given the price of some lower end
phones and they are constructed no differently to some of the top end
models, I'd say that you just get one of those and they'll more than
likely to survive your situation.

The real danger is not the case melting but other components being damaged,
and those parts will be made from the same stuff no matter what brand
(battery, display, innards).
The best way to keep an electronic device from being damaged by the heat is
to place it in the glove box or under the seat, but if you can remember to
put it in a specific place then you can remember to take it out of the car,
so this is kind of pointless.

just get a very cheap phone and when it dies get a new one that is cheap
so you don't end up getting screwed

Where do you live Death Valley? Just kidding. About the only place where
you'd have to really worry about melting (in the US) is the SW. Like
Arizona, Nevada and so on. You didn't really specify what you mean by hot,
can you give us some ideas as to the temperature range you're in?
