    I'm thinking of upgrading form VT220 to VT551. Does this mean that I
    can buy the VT551 from Cingular and swap the memory chip or do the
    have to activate the VT551 themselves.

    Swap the SIM. No activation required.

    Thanks, the word "SIM" is what I was looking for. Anyway, when I log
    into Cingular to order the upgrade, they want to charge me an extra
    $18.00 activation fee. Doesn't seem right if all the user does is swap
    the SIM.

    Call Customer Care and ask to have the "activation fee" waived.
