Can't find a note of the changes between those 2 versions, but from
4.28 the changes/improvements are:-
- Call and Network Management
- 3GPP video stream can be played due to improvement in product
configuration
- Browser:
- File downloading via OMA download improved
- QPASS cookies on HTTPS with DirectBill WAP purchase has been
improved
- Streaming of long running data has been improved
- Browser shows all icons on a WAP page when the browser receives load
responses for small images before page creation is completed
- Improved support for new camera module added
- The phone shows the correct status of available memory
- Picture quality of camera in VGA mode improved
- Function of the phone in night mode improved and the setting for
camera has been adjusted
- Response time of the pressed power button has been improved
- Support for new camera module and power management IC added

I would be interested to know where this info comes from, and does the
"new camera module" mean different hardware from older ones?

Does the 4.44 firmware come with the original Nokia ringtones and
wallpapers etc.? Last I heard, 4.26 did not include those and you
just lost them...

The firmware has very little to do with the content which is (surprisingly)
contained within the content packs. Any decent flasher/unlocker should
re-upload the content pack when he flashes a handset. I don't know how it
works with Nokia flashing equipment, but if flashing using Twister, you must
flash the PPM and content pack at the same time.
