Where can I buy Nokia TDMA phones (AT&T) - WITHOUT a plan?

I want to buy a Nokia 3560 or 6560 TDMA phone without an accompanying
plan. AT&T retail stores won't sell one that way. I am already on
the prepaid plan with a 5165, but I'd like to upgrade my phone. The
AT&T retail store will activate my new phone - if I can get it.

I'm having trouble finding one w/o having to buy a plan. I'd prefer
no auctions. Any ideas?
