I tried to ask for the PRL Update for my Treo and the CSR said I have to be
in front of a computer while they walk me through the update of about 21
steps and will take about 20 to 30 minutes. Is this true? I can't imagine
why this is the case. All the other phones I've had I would just call to ask
for it and they flag my phone. Then I call back a few hours later and it
starts. Why would the Treo be any different?

It sounds like they misunderstood PRL update for a firmware update.
Sprint's latest firmware is 1.13a. From the phone screen, go to
Menu->Options->Phone Info. If the Software version reads
"Treo650-1.13a-SPNT" you already have the latest firmware.
If it says "1.13" (without the "a") then there is a minor update
available. It includes (supposedly) better background-app memory
handling, an E911 update, and--most importantly--the new Sprint/Nextel
splash screen.
The latest firmware update is available here:
(I certainly wouldn't do it with a Sprint CSR/tech on the line. If
anything, they'll only make things worse.)

It's not. But as Mij pointed out, the easiest way to get a PRL update is
via email. Email [email protected] with a simple request such as,
"I would like a PRL update for the following line: 555-555-5555."
I got a response back within an hour, called *2 and the PRL was updated
(Treo 650, plus two other "regular" phones). I included all three
numbers in one email.

Absolutely not. But unfortunately, this is the state of Sprint CS for you.
What is supposed to happen is the CS rep flags your account for a PRL
update. You wait a while, then call *2 back, and the update should
progress automatically. YOu just stay on the line, and the actual
update process is about 1-2 minutes.

It's not. The Treo is capable of OTA updates just like every other phone.

That's what I thought but she even repeated what I wanted, Preferred Roaming
List update. I have no idea what they're talking about either. As for the
other poster, I already have 1.13a, it came from Palm that way (this is my
third 650). I tried to send an email to [email protected] but I got
an error in a return email stating
"Your message cannot be delivered to the following recipients:
Recipient address: [email protected]
Reason: Illegal host/domain name found"

You wrote you were going to try it on the 4th, or possibly the 3rd. It
worked just fine for me on the 4th, and others on the 3rd. Sounds like
an issue on your end.
Regardless, the CSR was wrong, and I stand by my comment that he/she
probably assumed you wanted a firmware update. (Treo 650 PRL updates do
not need a computer, and certainly don't involve 20 steps.)

Re: PRL Update on Treo 650
It isn't an issue on my end but I can understand why you might think that.
After what I learned here it confirmed my belief that the CSR was mistaken
and thought I wanted the firmware update, not the PRL Update. Does anyone
have a valid email address in which I could request it? I would prefer this
route as opposed to speaking with someone who has no idea what they're
doing.
Thanks everyone for he help. Much appreciated!
