mobile vs. landline telephone numbers in Germany

Hi

Is there any way one can tell by the number itself if a German
telephone number is a mobile or a landline telephone? Costs
for me are much greater when calling mobile numbers there...

Dumb question, but if you're calling another country, why not ask
whoever you're calling if their number is a cell or landline?

From what I recall, there isn't a way to tell with German numbers. I
could be wrong...
