Is there a web site out there where you can type in your
brand's name and model # to see if you can use it in other countries?
Is there a certain feature to look for on a phone, or can all
new phones do it?

Your options:
a) Use a GSM carrier (the two biggest are T-Mobile and Cingular). Purchase a
"world phone" that runs on both the US and European GSM frequencies.
(Specifically ask for a world phone. T-Mobile and Cingular both sell them, and
some other carriers might sell them too.)
b) Use Verizon or Sprint, and purchase a Samsung SCH-A790. (Sprint calls it the
IP-790, but it's the same phone.) The A790 runs on US CDMA frequencies (Verizon
and Sprint both use CDMA on their networks) and on European GSM frequencies.
Check roaming rates with whichever carrier you use -- international rates can
be expensive. If they are prohibitively expensive and you don't mind not being
reachable at your US number when you travel, your last option is:
c) Just rent a phone when you're overseas.
Note: If you're traveling to Canada, their cellular networks run on the same
frequencies as in the US, so you don't necessarily need a world phone or the
Samsung phone mentioned above. The same thing applies for the larger cities in
Mexico. Do check roaming rates in these cases, though, so you know what you'll
be paying for making the international calls.
