How do we block certain incoming internet connections on iPad and iPhone, IOS 9 and IOS 11 ?

We want to be able to block only certain incoming connections.

Or if thats not possible then how to do that on the Airport Express router, i.e. in the Airport setup software?

Any help would be appreciated.
