Any good mp3 cilp makers or midi conveter

Well what I mean by that, is a good program, that will let me make my mp3 files in to smaller clips so I can send them to my phone. I have been doing this for a while, I can send mp3 files to my phone, but they have to be small because I have been using http://mobiletwo.com/verizon/index.php

But also post here if you know one that is better. I have an audiovox 8910, and i have been downloading small mp3 songs, but they are really hard to find. Please Ii'm looking for a free program. and thanx again.
