I drive a topless car that is very loud so I miss many calls/texts. Is there any device available that simply lets me know that there's an incoming call/text. I can use my phone at that point.
I know that there are many bluetooth kits, but with the noise wind/exhaust there is no way that I can use the visor mounted speaker. I can however use my phone.

Have you ever considered using an in ear bluetooth device like this? Amazon.com: Motorola HX550 Universal Bluetooth Headset - Retail Packaging - Black: Cell Phones & Accessories

Most phones have a LED indicator light that notifies you of new texts/phone calls. I am not sure if this would work for you but it is at least something.
