Delivery report problems

It looks like fido somehow has put a protection on the sim card and on some phones it makes Delivery report option for SMS messages to be disappeared from the menu although it's present for MMS. Now some phones actually do bypass this and I have noticed that delivery report works perfect on those phones. Unfortunately two of the phones that I am using right now do not show delivery report option. They only have this option if I use a sim card from another provider (Using rogers/fido network for roaming). The two phones that I am currently using is Sony Ericsson k700i and Nokia 3100b. I was wondering if there is any way to activate delivery report on those phones, and I also why fido is blocking it since this service is perfectly supported by their network.
