Most companies have a "pay-as-you-go" system where you simply purchase minutes and add them to your phone. You are not required to sign a "contract" and it is very convenient if you do not use your cell phone very much.
The only down part of using pay-as-you-go (or prepaid) is that you must purchase the phone at a full price, rather than a discounted price on a monthly term.
Examples of Prepaid Are As Follows;
Canada (Fido Mobility)

United States (T Mobile)

I still can't decide what I'm gonna do!- Bell vs. Fido

I wouldn't reccommend Virgin Mobile if you don't talk that much. They overcharge for nearly every phone call, voicemail and etc. Net10 Wireless has done well enough for me.

Re: cell phone no credit card required
I know this thread is a little old, but for future reference if you don't want to use a credit card, don't go to a TMS(The Mobile Solutions) dealer. They are the only dealers I know of that require credit cards, besides online dealers. TMS I think only sells T-Mobile though, so if you not trying to get T-Mobile, you won't have to worry about 'em.

Re: cell phone no credit card required
You need a good credit report. When I bought my first cell phone I thought I was going to have pay a huge down payment thing, but apparently my mom had added my name to her credit card, so that boosted my credit score.
