As far as I know there are absolutely no FREE cellphone reverse lookup directories. However you MAY be able to get some information provided the cellphone number in question has been mentioned in some publicly listed profile. In such a case you could simply google the cellphone number and you MAY get some information regarding the number. However if you still don't get anything worthwhile heres an excellent paid site to help you out:

I have never seen anything free that offered that service either. I wish I could recommend a paid one but I have never used the service so I have none to recommend.

if it's a regular landline or business phone number then usually you can just Google the number and dig around for owner info yourself.

if you got a cell phone number or unlisted number, then you most likely HAVE to pay. Are you willing to pay $14.95? That's the cheapest I've found yet:

Tracing a cell phone number isn't easier but after reading your post, I get some ideas that how to do it. I think you have to professional number which look 0333 business code and you can get it from cNumber service by browsing this http://cnumber.co.uk/numbers/type-companies-organisations-use-0333-numbers/ site.
