    This post is for a close friend who would come to the U.S. to visit 2-3 months every year or so. It's probably gonna be one of those prepaid plans. Needs to get a phone for one time and the refill minutes card. I assume most of the refill mins go to expire in 90-180 days. So she has to activate the phone every time she is back to visit, right? Can you keep the same number in this situation? Are there better options?

    Any of the pre-paid carriers will work fine. Check out Boost Mobile, Cricket, MetroPCS, U.S. Cellular, or Virgin Mobile.

    You keep the phone/number activated by paying a small monthly fee, otherwise you only pay what you actually use. If you're ok with losing your number you don't even need to pay the monthly fee, just activate it again when you need it!

    I've heard good things about ting. A lot of youtubers have plugs for them (example: Phil Defranco), and from what people who watch his show who have used it say, it's actually the best buy for your money.

    Like Jolen said though, if you can't afford to have a new number you may want to lean towards one of the mainstream carriers who will be more apt to transfer your number.
