Whenever I make my own ringtones, the volume is way too low. Is there a way to correct this?

Lots of ways. What format is your ringtone and how are you putting it on your phone? BitPim will adjust volume. MP3Gain will change the volume on an MP3 (and so will Audacity).

It's MP3 and I put it in my phone through a data cable with Samsung PC Studio.
I tried using MP3 DirectCut to up the volume but there was no difference in the volume.

That should do it. Did you play the file on your computer before/after and compare?
If it changed in your computer but didn't in your phone then your phone might be limiting the volume.

Then you didn't do it right or didn't save it. Because if it doesn't change on your computer then it won't change on the phone.
I've never used MP3DirectCut to change volume (though, it's great for breaking up large files) but you have to export or save somehow.
Personally, I like Audacity (free) or GoldWave (costs a tiny bit) for audio editing. Both have very clear displays of volume and they make sure you save.

I tried Audacity and set the db to 0.0 and it did seem louder but when I saved the file, it saved as an .aup and that doesn't work with my phone. So, now what do I do?
(By the way, thank you for your replies and help at this point!)
NEVER MIND! I found the 'Export' menu and saved to MP3.

Set at 0.0 db, it sounds a bit louder but not loud enough. What is the highest db setting I can use without damaging anything?

I did some research and read that db can be set from 3.0 -- 6.0 to increase volume. Would that be correct?

When you're in Audacity, the blue-bars represent volume. You want to make those bars touch the 1.0 and -1.0 as close as possible WITHOUT pushing them over.
If you push it too far the smooth shape will vanish and you'll end up with a muddy sounding song (due to clipping).
Do a small increase and see how it looks, then do another small increase, see how THAT looks... etc. You'll notice that each increase changes the shape.
See the picture for the difference between too quiet, just right, and pushed too far
