What is this adhesive under this ribbon?

So this is not my first time having trouble with this, I posted about my problem in a discord server not too long ago and my problem was that my phone is having trouble sending power to the phone. when I repaired it because of the broken screen I had one of the flex cables for the power button had loosen from my work of transplanting the buttons from one screen to another. This caused an issue and for me of searching for other ways to turn the phone on and off.

this is what it looks like. the question is... (photo) the spudger is pointing to it if your eyes need help.
