Will a Razor work with other providers?

I'm really intrested in getting a Razor but my area (Central WI) does not have service from T-Mobile or Cingular.
So can I use an unlocked Razor from Ebay with my current provider Cell One.
All the talk on here about Razors seems to be people with Cingular or T-Mobile.

Does Cell One use SIM cards? If so, I dont see why the phone wouldnt work..........
