Does this cost money? and VGA1000 data cable

If I use one of those free sites to send pics and ringtones to my phone, does it cost money when I download? Since I just got my phone, VGA 1000, they gave me PCS vision for 2 months, will it cost money if I cancel vision. I don't plan on keeping it since they want $15/month for it.

Also, if someone has the VGA1000 what is the best data cable for it? with free software if possible.
