E715 can't send or recieve picture messages

Ok I got this unlocked T-Mobile E-715 off ebay and it won't let me send or recieve picture messages, using it on Cingular btw. I have read around that I might need to change some MMS settings of something like that. I was wondering if what all I need to do if anything can be done. Thanks!!

Try this:

Press the Menu soft key.
Scroll to "Messaging" and press Select.
Scroll to "Multimedia Messages" and press Select.
Scroll to "MMS Profile" and press Select.
Highlight "Cingular MMS Profile" and press Select.
Verify the following settings:
Profile Name: CINGULAR MMS
Connection URL: http://mmsc.cingular.com
Security: Non-Secure
IP address: 66.209.11.61

Or if your settings are different or these won't work, go ahead and give your provider a call, they'll send a sessions packet to your phone
