Is there a way to connect my Samsung a900 to my Toshiba Satellite a100 laptop and use my cell phone as a dial-up modem to call my ISP and use their dial-up Internet? I can do this with a home phone line, but I'm not sure about a cell.

Hmm. yes you can. I am not sure about calling your dial up isp on the phone. It may work but what you need to do is grab the samsung drivers which I can give you, and then install them. Aftwards you will need to have your USB cable that came with your phone. Connect your phone to your computer and let it detect and install the CDMA drivers. Now you'll be able to do two things... use the phones memory as storage and use it as a modem.
When you have everything installed and the phone connected to the computer, you will simply have to use windows networking wizard to make a new dial up connection. You can try using it to dial your ISP or if you are daring, you can use Bell's highspeed EVDO network for faster connection. If you do though, you will be charged HEFTY fee's. up to 15.00 per megabyte. Yes, that's not a typo. There is a trick that may or may not work, to get around this.

I have unlimited browser with Bell though. Their $7/month EV-DO browser.

If you want to use your phone as a modem you need to call Bell and add the PC/Voyageur plan to your phone, starts at $25/mo, and they'll tell you how to use it.

You do not HAVE to. A dial-up ISP works though the phone line, and uses very unsophisticated techniques. Before wireless networks arrived, people would use old cell phones (not as far back as the c-bands ), and dial in to their ISP. just connect the phone and it should show us as a USB modem under your device manager and set up your dialing from there

You will of course incure airtime charges depending on your plan and time of day. However, with the abundance of insecure wireless networks, wouldn't it be best to hitchhike on to one of those instead?
