I think all cell phones can be located eventually... someone correct me if I'm wrong. If you want to know where you are yourself though, you'd need some sort of GPS.

Yes you do need some sort of GPS.Whic is costly.If you really want this function..you can check with your service provider.This function needs to be activated by the operator.Or....alternately you can try developing or finding a program that does this.I know of a program that does this trick for Nokia Series 60/40 phones.
In every different location.The GSM access point serial is different.And what this program does is to store the serial of the point and show you the location code.Which you can change the code to names...like loughborough,edinborough,new york....etc etc.s[0_o]s
