cancelling your service does not relieve you of being financially liable for charges that you incurred prior to the cancellation.

so let's say you have an outstanding balance owing to rogers in the amount of $200, and given the remainder of your current commitment with rogers a cancellation fee would be $200... if you cancel, you will pay the $200 ECF in addition to your outstanding $200 balance.
