Hi, i refused to pay my cell phone bill for 3 months because the cell phone they gave me broke down after 6 months and they refused to give me a new one. So i didnt pay my bill for 3 months because i wasn't using my cell phone at all. I finally end up paying it last month because they sent a threatening letter saying they would damage my credit rating. So when i got my new cell phone bill, they're charging me an extra 25$ for a re activationg fee.

My question is, can i phone and complain that i didn't want my cell phone re activated in order to not pay a cancellation fee for ending my contract?

cant do it. I dealt with a situation similar to this.. one of my customers ended up having a 900$+ bill overdue which was @ A/R.
You can get that 25$ fee waived if you complain a bit, thats about all. My advice would be:

extend your contract, get an iphone for 250$(give or take) then sell it for 525 (preferably to me :P) then with the profits cancel your contract making your cancellation fee 200$ roughly.
