Is it still best to drop into a Rogers
Shop and buy a SIM card for a 3-4
week visit, when coming from over-
seas? Does interstate travel mean
that there's no real advantage to
specifying 'local?'

Where are you traveling to?
If you have a GSM phone and you are traveling abroad, just make sure your phone is unlocked first. If you have been a subscriber to your carrier for a while (generally more than 2 or 3 months) your carrier should be able to provide you with unlock instructions right over the phone.
I highly advise anyone traveling internationally to just buy a sim card while you are there and just pop it in your phone. You can generally pay for minutes at a fraction of the cost of an international calling plan.

The phone is an unlocked GSM phone
for NA. I've used it with Rogers, before.
Just wondered if much has changed
since 2005. Mainly: better to go into
a Rogers Shop, or buy one from the
e-tailers that offer Rogers SIM cards?

Not exactly sure how things work up there in Canada, but Rogers is an AT&T company and I am assuming they would have pay as you go options much like AT&T does in the states.
A number of countries actally sell pre-paid sims right at newspaper stands.
Wish I could help more, but I am not familiar with Canada's cell phone providers.
