Keeping getting calls from random US numbers all day everyday. Rogers has no solution

I am receiving random calls from cities all over the US (as many as five a day and all hours of the day and night) which when answered there is no one there. I am in Canada. I have stopped answering these calls now and sometimes it only rings twice then stops and other times it will ring though to my voice mail. When I contacted Rogers they stated that I should change my number and the Rogers rep actually said to me "what would you like me to do about it" to which I replied "I don't know, that's I why I am calling you, a**hole!!"
Is this happening to anyone else?
