I need Spanish language on here and all I have is a couple Asian languages and English.

Not sure if this will work, but try installing MoreLocale 2 or Locale and Language Settings.

You might need SuperUser privileges (rooted device), or you might need to use the abd developer tools in order to grant access.

However, on Android 4.1, hopefully you won't need to make any changes on your device. Try out these apps. Also, read their description to get the proper command lines in case you need to use abd. (Haven't tried it myself).
