When I send picture message it says service unavailable, HELP

Whenever I try sending picture message on phone it keeps saying service unavailable. How do I fix this so my phone sends picture messages?

I don't know what kind of samsung phone it is, so I posted pics for you guys to help me. I'm pretty sure I am on ATT.

So you can call and send regular text messages, but a picture message doesn't work? Are you sure you have picture messaging (MMS) on your account?

yes can send regular text messages and make calls, but pic messages not working. IDK if I do because my original phone broke so I am using this one now temporarily. I only have 31 days left on this.
