Samsung S4 question

I purchased a Samsung S4 online and when I got it I found out it was a Verizon Phone. The problem is that even though I use prepaid NET 10 there are some areas that I cannot get free roaming as I did with my old Net 10 phone. I am told by Verizon that since it was a Verizon phone it uses Verizon towers and Verizon charges even their own prepaid customers a roaming charge in some areas. Is there a way to remove all of Verizon software from the phone to make it work like my old Net 10 phone. My old net 10 phone used ATT towers and I had no problem anywhere I traveled.
