Send ringers to phone from my own site.

I was wondering where I might find code or a script to add to my website or possibly software I can purchase that will allow me to send ringers to my cell phone or my friends cell phones without having to go through another site to send them. I would prefer to be able to have software that I can install on my PC that allows me to send the ringers I make directly to their phones straight from from my PC. I make ringers often but have to use other websites to send the ringers to my friends. I would prefer them to be able to get them from me or by going to my personal website to get them.

own server, you might be able to configure it to
