text messages only

I have a unused sim card. To go with it i have a siemens c62t phone. any way to use this for text messages only? I have had some friends tell me that they only can receive a text, no calls. why would that be?

I thought that typically when people can recieve text messages but no calls-it's a reception thing or something having to do with their provider

Maybe their phone settings set to no alert?

I think on some phones there is a feature that allows you to restrict phone calls. They do this usually because they only need the phone for messenging purposes or something.
