I've seen so many wonderful, unlocked phones which are not compatible with my carrier - Cingular. Is there a way to change frequency of a cell phone, in particular Sony Ericsson P990 ?
I know for sure that frequencies are changed in other countries (I've had experience). But they are changed by dealers.
From research I've found that SE phones may require a hardware change. Even if that's the case, I can get the parts as long as I know what parts to get and how to install them.
Any help would be appreciated.

Like you stated, hardware issue. Some phones are manufactured quadband, but certain frequencies are disabled when they are picked up by a carrier. Perfect example are Motorolas. However, the P990 is only triband 900/1800/1900, but you already know that.

I've known dealers who that but dont anyone here in US who does that. I'm sure there's a way and thats what I wish to find out...
