If someones mobile rings does that mean they have enough signal to be able to send me a text? My partner is away in scotland and the first couple of days i got the odd text but he said signal is poor, and now i havent heard anything for 4 days .. most of the time his phone goes straight to vmail but on the odd occasion it rings but he doesnt answer or text .. surely if the phone rings the signal must be good enough to text or answer?
