U know on some phones like the samsumg t 309, when u go into the network settings and, it asked u, do u want to search for a network, and i did that and when it was done finding the networks in my area, a list pops u and it sais Cingular or T-Mobile, but when i click Cingular it says im not allowed to do that. But when u call up T-Mobile that say roaming is free and they admit to using other cariers towers, but when u try and roam u cant. Is it because of the quad band on the phone. Like what freqency gives u the ability to go on any gsm tower.

It's not the frequency, it's the roaming agreement. In your area there is both Tmobile and Cingular. But tmobile doesn't offer cingular roaming in your area. As a matter of fact that is often the case when both networks are offered in one market.

I don't quite understand you post fully, but I think I know what you're saying.

If you're within limits of T-Mobile towers, you will be on the T network ONLY. If not, you will experience roaming from a number of people, not just Cingular. T-Mobile also has roaming that only works with 850 MHz phones. Long story short, if you're in the T-Mobile network, you have no choice but to use the T-Mobile network.

I have a quad band phone the Nokia 6133, that phone has all for band frequency 850,900,1800,1900, and it still does not work. T-Mobile says roaming is free but when u try to go on a different tower you are denied.

That's because they won't if you're in limits of T-mobile towers.

Why do you so desperately need to use a Cingular tower if you're getting service from a T-Mobile tower?
