wondering whether any one give me any information on how t mobile decides how people are eligible for phone(cellphone) upgrades?

i have been on Tmobile pay as you go standard plan with the same sim card for the last 10yrs. I recently wondered if t mobile phone(cellphone) upgrades pay as you go customers. Do you think i would be eligibile for a decent phone upgrade, currently i have a Sharp TM100 handset which ive had for more then 2 years....

if i do want to request a phone(cellphone) upgrade how do i got about doing it? (btw im a uk customer in england..)
