Is my calculation correct.
I already have a Nokie 2730 phone that works with T-Mobile (using my Hong Kong Smartone SIM).
I can go buy a T-Mobile SIM here at the T-Mobile web site for $6.99.
I can go and buy the T-Mobile refill of $10 for 90 days. That means this cost me $40 a year if I do not use this phone to make out going calls. I can just use this phone to receive incoming calls.
Correct?

well, after calling T-Mobile, they told me the $10 refill is only good for 30 days. So, the deal is $100 per year.
Since I only use this phone for incoming calls, is this $100 deal the lowest I can get?

yes, you are right... does it include free incoming some places charge 25 cents per min... double check that

But we never make any outgoing calls from these phones. We only put the phones in cars and use it for incoming emergence calls, or outgoing emergence calls, such as 911, which we have yet to use after over 5 years.

I just switched to AT&T from T-Mobile and couldn't be happier.
