Slow tethering speeds

I'm hoping someone can tell me why tethering my Nexus 10 tablet to my Nexus 4 gives me a download speed that is so much slower than what my laptop gets tethered to the same phone at the same location.

Here are the specifics: when my N4 is connected via G4 or H+ on my home I get 2-3Mb down, not great but doable. If I tether the phone to my laptop, I see those same speeds. But when I tether the phone to my N10, the speed drops to <1Mb (this occurs also in areas where the service is at 10+Gb). The upload speed is not affected, either with device or area). The APN I'm using is fast.t-mobile.com (but this also happens of I'm using epc.T-Mobile.com on the H/H+ network).

Why is this? Where's the bottleneck? And, more important, is there anything that can be done about it? For the record I'm running the same custom ROM on both Nexus devices (AOKP M2).

hum, is the wifi signal strong when connected to your nexus 4 from your nexus 10?

I didn't actually check, but I would assume so, since they were right next to each other. Incidentally, my old HTC Vivid connects to the N4 at full bandwidth like my laptop. But connecting the N10 via bluetooth, I get the same slow speed (

That was done as a test. I got the same speed as I did connecting via Wi-Fi.

Here's the bottom line: my N4 can send full bandwidth via Wi-Fi tether since both my laptop and HTC get that. My N10 can receive full bandwidth as evidenced by its connection rate via Wi-Fi to my home network. But when the N4 and N10 are tethered (either Wi-Fi or bluetooth) I'm getting only 600Kb or so download (the upload speeds with all scenarios what they should be). There has to be something in the way the two devices are communicating that is causing this (a setting perhaps?).
