Both depend on the manufacturer and model.

I would think that this one would have to be done by a dealer with the
    appropriate hardware.

Is there any guide anywhere that tells you how different these models are
unlocked? I can only get mostly marketing stuff on a google search. I'm
guessing that all phones can be unlocked by data cable and some with just
simply dialling in codes on the phone?

You guess wrongly. Some phones require seriously expensive hardware,
other can be done with just a cable.

Not completely true. Some phones require seriously expensive hardware. Some
phones can be done with a cable and piece of software & others can be done
remotely, by entering an unlock code into the phone.

Er, yes completely true. None of what I wrote is false.

And this expensive hardware is an encryption decoder?

I guess some of it is for decryption and encryption, yes.

Check out www.trycktill.com, who provide an excellent (free) unlocking
    service for many phones.

I've had a look at that site before. They don't offer one for the Phillips
though. Besides, I have a much better calculator on my computer than the one
on that site, as they require a "boxserial"? along with other information to
generate the code, whereas the one I use requires simply needs the make,
model, network and IMEI. Of course, like trycktill, the calculator doesn't
    do all makes and models.

That site will not work for your phone. I think the boxserial comes with the
    box your phone came in.
